Malawi and Namibia Judiciaries Formalise Cooperation with MoU Signing

The Judiciaries of the Republic of Malawi and the Republic of Namibia have entered into a new era of cooperation following the formal signing of a Memorandum of Understanding (MoU) at the Sunbird Livingstonia Beach in Salima. The MoU, signed on December 10, 2025, signifies a commitment to further and improved collaboration between the two nations' judicial systems.

Speaking at the signing ceremony, the Honourable Chief Justice of the Republic of Malawi, Rizine Robert Mzikamanda, SC, said that the MoU is a blueprint for the two Judiciaries to collaborate in several areas in court service delivery and administration of justice. The Chief Justice singled out a number of areas in which the Namibian Judiciary is excelling. He mentioned digitalisation of court services, the successful handling of case backlogs and delays, which Namibia has successfully confronted, and performance assessment and management of Judicial Officers and members of staff as key areas from which Malawi would like to learn.
"Malawi Judiciary is committed to doing our utmost to ensure that we mutually derive maximum benefit from our collaboration."
In his remarks, the Honourable Chief Justice of the Republic of Namibia, Peter Shivute, stressed that the value of the agreement will be measured by the practical cooperation it generates, requiring deliberate effort to establish clear working arrangements, realistic timelines, and progress monitoring. He expressed confidence that through sustained cooperation, both Judiciaries will emerge stronger, better equipped to fulfil their constitutional mandates, and more capable of serving the interests of justice in their respective jurisdictions.
"What distinguishes successful judiciaries is not the absence of challenges, but the willingness to learn from others, to share solutions and to collaborate in building institutional capacity."
Accompanying the Honourable Chief Justice on the Malawian side was the Deputy Chief Justice of the Republic of Malawi, Justice Lovemore Chikopa, SC, Justice Dr Chifundo Kachale, Justice Joseph Chigona, the Chief Registrar, His Honour Innocent Nebi and other Judicial Officers, the Chief Courts Administrator, Mrs Edith Chikagwa and other staff members. The Honourable Chief Justice of Namibia was also accompanied by the Namibia Judiciary Executive Director, Mr Benhardt Kukuri and other staff members from the Judiciary.
